One of the hardest things about enjoying a cheeseburger in your car is trying to get the homeless guy at the traffic light to quit knocking on your window. Somehow, a Double Quarter Pounder with cheese loses its ambrosial zing when a drifter is staring at you. Then, just as you’re about to feel like a ripe prick for not tossing the guy a few bucks, he whips out his iPod and selects a new playlist to beg to. It’s enough to drive citizens crazy, and city officials across the country are finally cracking down, passing strict laws against panhandling, vagrancy, and being a public nuisance.

Disheartened by the sheer number of vagrants and bums he saw wandering Daytona Beach and its surrounding areas, Florida property developer Michael Arth hatched a plan in 2007. He would build Tiger Bay Village, a $50M resort on 125 acres of county-owned land for the homeless. The village would feature bungalows, lagoons, communal areas, and mental-health programs. Critics and homeless advocates decried the proposal, likening it to a leper colony. Yeah, a leper colony with bungalows.
